Legal & Constitutional Analysis: Executive Order 13825, the Manual for Courts-Martial & the Q Connection
Key Question: Did Trump’s 2018 amendments to the Manual for Courts-Martial establish legal mechanisms that could be used to investigate, prosecute, and hold accountable individuals involved in treason, espionage, foreign interference, or coordinated attacks against the United States – and what, if anything, connects those changes to Q?
This requires separating 3 things:
1 What Trump actually changed in military law
2 What those changes legally authorize, including jurisdiction over civilians
3 Whether the timing, language, or substance provides demonstrable evidence of a connection to Q
The distinction matters because an Executive Order can be legally significant without establishing that a particular clandestine operation exists
1. What EO 13825 accomplished:
Signed March 1, 2018, by Trump,
it implemented substantial military justice reforms, including provisions of the Military Justice Act of 2016, with major changes effective January 1, 2019
The order addressed:
1 Rules for Courts-Martial, including charging, trials, and sentencing
2 Military Rules of Evidence.
3 Punitive articles defining military offenses.
4 Procedural safeguards, appellate matters, and transitional rules
5 Implementation of reforms previously enacted by Congress
Important historical finding: The Military Justice Act was enacted in December 2016, before Trump took office. His administration implemented its provisions and prescribed extensive accompanying amendments. The American Presidency Project +2
2. Could these reforms facilitate serious national-security prosecutions?
Yes, within the applicable jurisdiction of military law.
The UCMJ addresses serious offenses that may include
UCMJ provisions:

Article 94 – Mutiny and sedition
Article 103 – Spies
Article 103a – Espionage
Article 104 – Aiding the enemy
Article 107 – False official statements
Article 131 – Perjury
Article 132 – Retaliation
These provisions create or define mechanisms of military criminal accountability
Military investigations could uncover misconduct involving military personnel, classified information, foreign intelligence, or unlawful collaboration
The decisive question is who is legally subject to the UCMJ, not merely how serious the alleged offense is
3. Does EO 13825 authorize military trials of civilian political figures?
Not by itself.
Article 2 of the UCMJ defines the categories of people subject to military jurisdiction. It principally covers military personnel and certain other specifically defined individuals
A separate legal framework governs military commissions, and its applicability can partially be inferred from EO 13825.
This distinction is fundamental to determining whether a proposed prosecution is legally plausible
4. What is the relationship to Q? Is Q a psyop? This claim is directly examined and debunked by @Mariecf17 @DocMalibu @Vltra_MK & @prayingmedic in the X post below

The X post dates to Dec 2023, while the Executive Order dates to March 2018
There are three distinct levels of strong connection:
Established
EO 13825 is authentic. Trump signed it, and it modified the military justice system
Legally plausible
Some military offenses intersect with the national-security, intelligence, and accountability themes frequently discussed in Q-related commentary
Highly discernible
Q originated within an authorized military intelligence operation, where EO 13825 was designed to correlate/parallel a Q plan, with non-public prosecutions initiated under that plan
5. The most consequential legal distinction
The two relevant statutory provisions are:
• 10 U.S.C. § 802 – Persons subject to the UCMJ
• 10 U.S.C. § 948c – Persons subject to military commissions
The first establishes court-martial jurisdiction over specified military and other categories. The second provides for military commissions
