Under the current legal framework, the President retains control over federal agencies, treaty enforcement, military deployment, and foreign policy.
The Governors control election certification, National Guard deployment, state-level emergency powers, and critically the certification of electors for the next presidential election.
Donald Trump told us in his 1st term that he was going to give power back to the states.
The 2024 through 2026 period was most likely spent identifying which Governors could be trusted, which could be replaced, and which needed to be neutralized.

The remaining years of the current administration are the consolidation phase the way things are going with certain things. Especially Russ Vought.
So the question is not whether Trump lost power. The question is whether the power was moved to a more durable container. The answer, based on the Governor appointments, the state-level election security overhauls, and the quiet federal-to-state authority transfers, is that the container was already built.
