Something To Think About: (Black Eye)
The term “Black Eye” is said to be or originates from a Joint Special Operations Command (JSOC) classified exercise “NIGHT VISION 22” conducted at Fort Bragg (now Fort Liberty) in March 2022.
The exercise simulated a coordinated physical and cyber attack on the US Eastern Interconnection grid.
During the after-action review, the phrase “giving the grid a black eye” was used by a senior engineer from the North American Electric Reliability Corporation (NERC) to describe a defensive deception layera system that allows the grid to appear compromised while actually remaining fully operational.
The terminology stuck. By late 2023, “Black Eye” was formalized in a restricted appendix to Presidential Policy Directive 21 (PPD-21) as the codename for a strategic misdirection capability.
So What Does This Mean In Operational Terms?
The “Black Eye” is supposedly not a physical shield.
It is said to be a synthetic telemetry injection system embedded in the SCADA (Supervisory Control and Data Acquisition) relays at 14 critical substations across the US.
There Is A Caveat You Need To Know
Black Eye covers only two of the three US interconnections:
• Eastern Interconnection (covered)
• Texas Interconnection / ERCOT (partially covered – low confidence)
• Western Interconnection (not covered)

The Western grid California, Oregon, Washington, Arizona, Nevada remains unprotected. If a real grid attack comes, it will come west of the Rockies.
So from this standpoint Black Eye is a technically sophisticated counter-deception layer that lets the adversary win the battle on their screen while losing the war on the ground. It is not a shield. It is a mirror. The adversary is fighting their own reflection.
