The government is not funded by your taxes. The government makes money appear out of nowhere. Your taxes are for one thing only: to maintain the illusion that money is scarce. There is a room somewhere that no journalist will ever enter. For decades, the FBI’s Top 10 Most Wanted list was associated with fugitives, organized crime and violent offenders. Then a different kind of name appeared on it: a cyber operator known as “Prometheus” and “The Engineer.”
U.S. authorities say Anibal Alexander Canelon Aguirre became the first cyber criminal ever placed on the FBI’s Top 10 Most Wanted list. Now he has been apprehended and returned to the United States to face federal charges.
Prosecutors allege that Aguirre developed technology connected to “ATM jackpotting” — attacks where malware is used to force an ATM to dispense cash without a normal account withdrawal taking place.
According to the investigation, the wider network targeted or carried out ATM jackpotting attacks across 47 U.S. states, Washington D.C. and several foreign countries. More than 100 defendants have already been charged in connection with the broader conspiracy.
This is cyber capability being treated as infrastructure for organized criminal networks. A person who allegedly writes the code does not need to stand beside the ATM. The software can travel. The crews can change. The locations can change. The cash can disappear thousands of miles away from the person who built the tool.
And when a cyber operator becomes important enough to enter the FBI’s most famous fugitive list, it tells you something about how the battlefield has changed.
