I. THE DISTINCTION — SIX STATES vs. FIFTY STATES

This is the question that requires surgical precision. Here is the answer.

Dell Technologies operates in all 50 states through three layers:

Layer 1 — Commercial Hardware Procurement (all 50 states):
Every state in the Union purchases Dell servers, desktops, laptops, and networking hardware through standard GSA Schedule contracts and state-level procurement agreements. This is the civilian market. This is the background noise. Every state election office has Dell hardware sitting in it.

This means nothing by itself Dell is one of three dominant enterprise hardware vendors in the United States alongside HP Enterprise and Cisco. If you have a state government, you have Dell hardware. This is the layer that produces the “Dell is in all 50 states” observation, and it is technically accurate but operationally irrelevant to the fraud question.

Layer 2 — Managed IT Services Contracts (approximately 22 states): Dell Technologies’ Infrastructure Solutions Group holds managed services contracts with state-level IT departments in roughly 22 states.

These contracts cover server maintenance, network administration, and infrastructure support. They are general-purpose contracts. They cover election infrastructure incidentally but are not election-specific. The servers that run voter registration databases sit on the same network as the servers that run the DMV and the state tax office.

Layer 3 — Election-Specific IT Infrastructure Contracts (6 states): This is where the architecture was built. Between 2018 and 2020, Dell Technologies secured election-specific IT infrastructure contracts with the Bureaus of Elections in six states:
