• In his second term, President Trump’s direction became even more concrete.
• Trump’s January 2025 digital finance order made responsible digital asset and blockchain growth administration policy.
• Congress passed the GENIUS Act, which he signed in July 2025, creating a federal framework for payment stablecoins.

• The SEC launched Project Crypto that month; in January 2026, it became a joint SEC–CFTC effort to coordinate crypto market oversight.
• Trump’s May 2026 order then addressed integrating financial technology with established payment systems, including a review of access to Federal Reserve payment services.
