Maybe the Saint Germain World Trust should be handing out funds so the necessity equipment for major incidents can be controlled in full like building more of those manufacturing plants as well as hiring more workers ASAP.
Are the state governments taking the funds directly for themselves and not handing it all for the manufacturing of those vehicles?
This may just be across the whole nation as the manufacturers of fire trucks have consolidated into mega corporations and cut their own costs to make their own administrators millionaires and not save the lives of the general public.

In California it was in numerous cities and brush areas to try and receive federal funds from Congress.
I have seen the smoke clouds in the past where it has gotten so thick that I could see the direct outline of the Sun setting, almost like the Lunar Eclipse, and I live over 150 miles North of Los Angeles.
Here is a video of those that want to know how fire trucks are built and they cannot be built in a day like the old Ford Model T in an assembly line:
