In CANADA, the queen and governor general DO NOT SIGN statutes, for they are repugnant to common law, and if not signed, DO NOT EXIST – don’t have force of law.
That means that in the beginning of the text of the statute, it will NOT say who has created the statute (by the way, a STATUTE, is a corporate law/rule.)
Hence, ONLY EMPLOYEES of the said corporation are subject to these statutes.
If you look in their statute (that says vaccination is mandatory), you will see there is NO enacting clause, MEANING THE QUEEN DID NOT ASSENT to that statute. That means the statute (act or law) is INVALID ! No one with lawful power has enacted it.

Which means Queen Elisabeth had NO authority to sigh the Constitution Act of 1982 !

Section 15. Obedience to de facto law
No person shall be convicted of an offence in respect of an act or omission in obedience to the laws for the time being made and enforced by persons in de facto possession of the sovereign power in and over the place where the act or omission occurs.
The corollary of sect. 15 is that you can’t be punished for disobeying a statute.
