U.S. Law of War Manual §11.3 – Who REALLY Controls America’s Elections?
THE PEOPLE – or foreign powers operating through hidden networks?
Consider a scenario involving the City of London’s financial networks, the Chinese Communist Party (CCP), Venezuela, Cuba, elements of MI6, foreign-funded NGOs, intelligence intermediaries, financial institutions and domestic collaborators.
What if US intelligence, Space Force, Foreign Allies, DOJ, Army, Navy, USAF, Marine investigators or domestic whistleblowers lead to the discovery that some of these actors secretly coordinated to compromise America’s November 3, 2026 elections?
BREAK IT DOWN, DUMB SIMPLE
1. THE PEOPLE ARE SOVEREIGN
Americans elect representatives. Foreign governments, intelligence services and financiers have no lawful authority to secretly manipulate that process.
2. FOLLOW THE MONEY
Who funded the operation? Who controlled the technology? Who supplied intelligence? Who recruited intermediaries? Who accessed voter records, voting machines or tabulation systems?
Follow the evidence – not the political narrative.
3. CONNECT THE COMMAND STRUCTURE
If foreign actors financed, directed or coordinated unlawful election interference with Americans, investigators must identify every participant and establish what each actually did.

Foreign money + domestic cooperation + proven election sabotage = a potentially grave national-security conspiracy.
4. UNDERSTAND THE LAW OF WAR
Section 11.3 of the U.S. Department of Defense Law of War Manual concerns the END of belligerent occupation.
In plain English: When a hostile military power actually controls foreign territory, the law of occupation applies. When the conditions for occupation cease, that status ends.
Election interference alone does NOT establish military occupation.
But if an actual foreign military occupation were independently established, Chapter 11 could become relevant.
5. UNDERSTAND THE PRESIDENT’S AUTHORITY
Executive Order 13848 establishes a framework for assessing foreign election interference and imposing sanctions.
The President can direct lawful national-security responses. DOJ can investigate and prosecute crimes. Courts can adjudicate election disputes.

Neither §11.3 nor EO 13848 automatically authorizes martial law, military trials of civilians or cancellation of election results.
6. ASK THE 6 DECISIVE QUESTIONS
1 Was there a foreign operation?
2 Was it coordinated with domestic actors?
3 Did it penetrate election infrastructure?
4 Did it alter votes, tabulation or certification?
5 Can investigators prove who ordered, financed and executed it?
6 What lawful remedies follow?
THE CONSTITUTIONAL BOTTOM LINE
If a foreign adversary and domestic collaborators deliberately corrupted America’s election infrastructure, the attack would strike at the mechanism through which Americans exercise self-government.
That would demand rigorous investigation, accountability and lawful correction of any proven harm.
The City of London, CCP, Venezuela, Cuba, MI6, Muslim Brotherhood and foreign NGOs are investigative hypotheses in this scenario – one where financial influence, espionage, criminal conspiracy, cyberattack and military occupation are legally prohibited and can be considered acts of war, treason or sedition.

4 IDENTIFY THE COMMAND
5 ENFORCE THE LAW
