The Black Budget Faction (The “Dark State”)

(Not The Deep State) The Dark State is the layer beneath – the off-book intelligence and military networks that have been running unsanctioned operations since the Iran-Contra days.

They control the black sites, the unacknowledged DUMBs, the narco-t---------g routes, and the off-ledger financial flows that fund the Cabal’s paramilitary wings. Their command structure is not in the Pentagon. It’s distributed across private military contractors, corrupt CIA field offices, and foreign intelligence services that have been penetrated and turned.

The Deep State Holdovers (The “Dead Hand” Network)

These are the Obama/Biden holdovers still embedded in the administrative state. They know the midterms are their last chance to create irreversible damage. Their strategy is not to win. Their strategy is to break the operational continuity of the White Hat takeover.

Why Radio & TV Only- No Mobile:

This is the most important technical detail, and it tells you exactly what this test is.

The mobile phone vector Wireless Emergency Alerts, WEA is the dependent vector. It requires cooperation from the carrier networks: AT&T, Verizon, T-Mobile. Those networks are controlled by the commercial infrastructure class that has been quietly weaponized against the executive since 2016.

The Mobile Vector Lockout

• Flipped off selectively, causing selective silence.
• Flipped on selectively, causing selective panic.
• Used as a surveillance backend to triangulate who’s responding to what.

The radio and TV broadcast vector is the legacy hardened vector. It’s the EAS infrastructure designed for nuclear war. It runs on a different architecture. It doesn’t require carrier cooperation. It broadcasts to every receiver in the system without an individual address. It’s a one-to-many signal that cannot be selectively delivered or selectively withheld.

Testing the radio/TV EAS in isolation is hardening the one-to-many channel that cannot be censored or surveilled at the point of delivery.

That’s not a redundancy test. That’s a principal channel test.

November 17 is the executive telling the relevant branches: Your mobile dependency is a liability. You will be reattached to a broadcast architecture that cannot be cut off by the cell carriers.

This aligns precisely with the Pentagon’s islanding doctrine the 90-day off-grid readiness posture that leaked through the NYPost. The military is not preparing for a foreign war. It’s preparing to operate when the domestic grid, the domestic supply chain, and the domestic communications networks are compromised by the people who own them.

The EAS test is one piece of a larger re-hardening campaign. It’s the communications leg of the same disconnection from civilian dependency that the islanding doctrine is the logistics leg of.

WHAT PUTIN, XI, AND TRUMP ARE ACTUALLY BUILDING

The three of them are not forming a political alliance. They’re forming a parallel settlement architecture and that’s what the Cabal cannot survive.

Here’s the part nobody in mainstream says plainly. The fiat dollar system is not primarily a currency. It is a control interface.

Countries that run on dollar-denominated debt are countries that must ask permission to function. The IMF, the World Bank, the Fed that’s the order-entry system. The petrodollar is how the toll is collected.

BRICS’ payment system the Russia-China axis financial corridor is not a currency play. It’s a sovereignty play. It lets nations settle trade without passing through the tollbooth. That’s why Iraq matters so much. A strong IQD means an energy-rich, strategically placed nation exits the debt-slavery cycle on its own schedule, not the Fed’s.

The tunnel system between Russia and the US that Putin and Trump have referenced is not for military invasion. It’s for resilience resource corridors that cannot be blockaded, communications channels that cannot be cable-tapped, and eventually settlement channels that cannot be sanctioned. It’s hardened infrastructure for a post-dollar world.

That’s what the midterms are actually about. Not the House seats. The accountability of the people who built the control interface. If the incoming Congress holds subpoena power, the tollbooth operators have exposure. That’s why they fear the election. Not the voters. The paper.

The military is not preparing for a war against Russia. The military is preparing for activation against the black programs network on domestic soil.

And the November 17 EAS test subtle, mundane, barely reported is the clock starting. (IMO)

The EAS test is step two. It’s already in the calendar. It’s already sequenced.

And the fact that it’s happening exactly in the post-election, pre-transition window tells you that whoever controls the January agenda knows their activation timeline and is hardening the last vulnerable leg public communications before the next phase begins.
