The Occupation Is Over

Iraq’s Foreign Minister says American forces have completely finished their withdrawal from Iraq, the Kurdistan Region included. That is 3 days ahead of the September 30 deadline.
The same weekend, Washington agreed to keep the cash dollars flowing to Baghdad, and Trump said of Iraq’s Prime Minister: “I endorsed him.”
The withdrawal
Foreign Minister Fuad Hussein told the country on Sunday that Iraqi forces now carry full responsibility for its security, with National Security Adviser Qassem al-Araji behind him. Every base and headquarters has been handed to Iraqi authorities, the American air defenses in Erbil are gone, and the coalition headquarters closes on September 30. The coalition’s funding for the Peshmerga ended with a final payment on September 24. The cabinet has declared Sovereignty Days, a state holiday from September 30 to October 3.
Everything else that moved
• The cash – the government spokesman said the United States agreed to continue shipments of physical dollars, halted in April, with a new consignment due in the coming days. He tied it to Iraq’s controls over how dollars are distributed.
• The cabinet – an Iraqi lawmaker said Washington lifted its objection to al-Zaidi’s nominee for Deputy Prime Minister after guarantees from the Prime Minister. Al-Zaidi has 14 of 23 ministers in place.
• The airports – Baghdad, Najaf, Erbil and Sulaimaniyah stopped taking Iranian flights under US aviation sanctions, and Baghdad is asking for narrow exemptions for pilgrims, patients and students.
• The budget – the Ministerial Council for the Economy approved the draft 2027 budget and sent it to the cabinet. It is due in parliament October 15. No figures have been published.
• The street – $100 opened Sunday at 155,250 dinars in Baghdad, off the 160,000 it touched a week earlier, against the official 131,000.
Tehran and Kuwait
Trump rejected Iran’s offer to trade Hormuz for an end to the blockade, and Iran’s foreign minister said Tehran is fully prepared for the war to resume. At the UN, Iraq and Kuwait agreed a joint team to deliver a roadmap on their outstanding files within 30 days.
