Baghdad’s Missing Change

The smallest banknotes in Iraq have vanished from the market stalls. The man Baghdad sent on television to explain it is the same official who has carried the central bank’s plan to replace them with coins since 2011.
And it happened on the same day American fire landed on dozens of IRGC sites inside Iran in a single wave.
The Advisor and the Notes
Mazhar Muhammad Salih, the Prime Minister’s financial advisor, went on camera this week to address why the 250 and 500 dinar notes have all but disappeared from Iraqi tills. His explanation was administrative. Paper wears out. Small notes pass through the most hands. He also pointed out that Iraq, unlike most countries, still uses paper for its small denominations where the rest of the world uses metal.
Here is the detail that matters. The currency overhaul Iraq’s central bank has kept on file since 2011 puts coins at the small end of the new money. Coins only exist where the smallest unit of a currency is worth something. A dinar at today’s value does not justify a coin press.
A Country Declaring Its Fronts
Baghdad spent the day arguing with itself in public. Al-Zaidi called the US-Saudi strikes on militia sites a violation of sovereignty and postponed his trip to Riyadh. Trump said the strikes were coordinated with the Iraqi government and called the militias a cancer on the world. Al-Sadr warned the IRGC against using Iraqi soil to attack other countries. A former prime minister vowed the opposite. Every man in Iraqi politics put his position on the record in a single day.
The Quiet Machinery
• Treasury – OFAC designated 10 entities and 8 tankers running the IRGC scheme that forced ships to buy mandatory insurance to transit the Strait of Hormuz, with premiums collected in Bitcoin.
• The Fed – Kevin Warsh held rates at 3.5% to 3.75% through a 9 to 3 vote, the most lopsided split in one direction since 2016.
• The CBI – the central bank’s internal restructure, approved July 25, took effect on schedule July 30. Non-bank supervision got its own • directorate.
• Starlink – commercial satellite internet went live across Iraq the same week, reach the fixed lines never had.
