Washington Draws the Lines

Washington spent this week drawing a new financial map in the open, one country at a time, and every line it drew carries a date you can circle.
Iraq signed the roads that turn it into the crossroads of the region. Vietnam got pulled a step deeper into the American bloc. Oil cleared $100. Here is the short version.
Baghdad Signs In Two Directions
Iraq’s prime minister finished a two-day visit to Tehran and signed 4 cooperation documents, the material one a memorandum on a rail line running from the Iranian border into Baghdad. In the same week, a US-led group began engineering a second oil pipeline running the other way, the old Kirkuk to Baniyas line out to Syria’s Mediterranean coast. One government, two directions. Baghdad is making itself the ground the whole region has to run through.
The Same Move, A Second Country
The room almost nobody covered was in Manila, where Secretary Rubio pulled Vietnam deeper into the American camp days before an index upgrade routes billions of dollars of fund money into the country on a fixed September date. Different country, the same hand drawing the same map.
The Week In Figures
• Tehran signings – al-Zaidi and President Pezeshkian oversaw 4 signed documents including the Khosravi to Khanaqin to Baghdad railway, July 23.
• Kirkuk to Baniyas pipeline – feasibility studies begin on the roughly 800-kilometre line, rebuild estimated at $4.5 to 8 billion, target 2 million barrels a day (industry figures).
• Vietnam – FTSE Russell upgrade to secondary emerging-market status takes effect September 21; the US Treasury kept Vietnam on its currency monitoring list while clearing it of manipulation.
• Oil – Brent cleared $100.69, its highest since May, after Yemen’s Houthis hit 2 Saudi tankers in the Red Sea and Trump threatened the largest strike of the war.
• CLARITY Act – the US digital-asset rulebook slips past the August recess; the autumn path is now the base case.
