Who Moves First

The pipeline treaty everyone said would die on July 27 did not die. Ankara and Baghdad quietly agreed a 1-year protocol, and the road that moves Iraqi oil around Iran became a fact on the ground.
The same day Iraq’s prime minister landed in Tehran, he was carrying receipts: a corruption clawback that has outgrown the government’s own quarter-billion-dollar figure, with 375 kilograms of recovered gold now on the scale.
The road held
For weeks the Iraq-Turkey pipeline treaty was the weak seam in Baghdad’s plan to route crude north past Iran. It was set to lapse July 27. The interim protocol keeps the line to Ceyhan running for another year, at about 250,000 barrels a day, while Turkey talks openly about 1.5 million under a permanent deal. Meanwhile the southern route is pricing itself out: Indian refiners walked away from booked Iraqi cargoes rather than cross the Strait of Hormuz, and Iraq’s own state oil marketer went back to buying fuel for the first time since January 2025.
Tehran, with receipts
Al-Zaidi arrived in Tehran for 2 days with gas supply and trade memoranda on the stated agenda. The regional press reports the unstated item: the September 30 deadline for the militias to disarm. He walks in while CENTCOM runs its 12th consecutive night of strikes, the Treasury freezes the network around the Supreme Leader’s money man, and the rial sits at record lows.
The 3 dates
The pieces worth watching this week:
• Baghdad – the last cabinet seats are still unnamed 22 days after recess ended, and everything from the budget to the HCL queues behind them
• Washington – the CLARITY Act, the law that decides how digital assets exist and move in the US system, has roughly 2 weeks of Senate life before the recess
• New York – the DTCC, the clearing house holding $114 trillion of American securities, ran its first live tokenized trades July 15 and switches the full system on in October
• The clawback – Iraq’s campaign total passed $250 million by the government’s own count, before anyone prices the 70 properties or weighs the gold
