Because it features the word “Governance” twice.

People may associate “Governance” with Authority, Control, Regulation, Taxes, Duress, Police, Jail, Enforced Compliance, and — in general — Denied FREE WILL.

However — *THE FIFTH DIVINE ACTION* specifically talks about “EMBODIED GOVERNANCE OF THE LIGHT” which is Manifested through “*RESONANCE ARCHITECTS*” — “directly through Divine Guidance.”

As We have seen, “*RESONANCE ARCHITECTS*” are People or Intelligences who Craft “RESONANCES” that most powerfully RESONATE WITH and INSPIRE People toward HUMANITARIAN CREATION.

This Clearly Demonstrates that FREE WILL is Fully Respected.

Crafting RESONANCES that RESONATE WITH and INSPIRE People does not violate FREE WILL.

It neither Enforces nor Compels Anything.

Whether or not People choose to RESONATE WITH such RESONANCES remains entirely at Their own FREE WILL DISCRETION.

True RESONANCE may INSPIRE, but it never Coerces.

But WHY IS IT that this *DIVINE COUNCIL* can afford to RESPECT FREE WILL, while Conventional Earth Governments have to Resort to Laws, Coercion, Force, Police and Jail?

• The Members of this *DIVINE COUNCIL* are fully aligned with *THE GREATEST GOOD FOR ALL*. This naturally Evokes and Fosters the AGREEMENT and WHOLEHEARTED COOPERATION of the People.

INSPIRATION born of DEEPLY RESONANT Experiencesnaturally Evokes AGREEMENT and COOPERATION — so there is No Need for Laws, Coercion, Force, Police and Jail.

• By Contrast, governments operating in pursuit of  “SERVICE TO SELF AT THE EXPENSE OF THE BEST INTEREST OF THE PEOPLE“ obtain only APPARENT and ENFORCED “AGREEMENT” and “COOPERATION” — requiring such things as Laws, Coercion, Force, Police and Jail.

Conventional governments primarily seek COMPLIANCE THROUGH EXTERNAL COMPULSION.

WHAT EXACTLY SHOULD BE THE METHOD OF SELECTION FOR THE MEMBERS OF THIS *DIVINE COUNCIL*?

Right here, in the Apparent Absence of Information, lies the Answer:

The Selection of *DIVINE COUNCIL* Members bears Little Resemblance to the familiar Appointment Procedures of Conventional Earth Governments.

If We look for the answer expecting to find it within the familiar Procedures of Conventional Earth Governments, there is indeed no answer to be found.

Therefore — to have any hope at all to find such an answer — We have to Detach Ourselves from any Preconceptions that the answer must lie within the Realm of Conventional Earth Government Procedures.

And We have to go one step further and Realize that the FORMATION OF A *DIVINE COUNCIL* ITSELF is a HUMANITARIAN CREATION!

Then the door to the Solution of this Riddle opens far and wide, and — to Our Surprise — We find that the answer was all the time right in front of Our Nose — right in *THE FIFTH DIVINE ACTION* Itself!

Because:

The *FIFTH DIVINE ACTION* Tells Us that it is the *RESONANCE ARCHITECTS* (the Council Members) Who — through *DIVINE GUIDANCE* — Sense, Align, Amplify, and Greenlight RESONANCES that result in HUMANITARIAN CREATION.

 Now it may suddenly become very clear that it is the Future *RESONANCE ARCHITECTS* (the Future Council Members) Who — through *DIVINE GUIDANCE* — Sense, Align, Amplify, and Greenlight RESONANCES that result in the HUMANITARIAN CREATION OF A *DIVINE COUNCIL*!

To illustrate this, let’s assume that YOU — through FREE WILL alignment with *DIVINE GUIDANCE* — are Called to become a Future *RESONANCE ARCHITECT*.

So what do You Do?

You Sense compatible RESONANCES (Mindsets, Worldviews, Philosophies and Orientations) that You and other People or Intelligences Mutually Share.

You Align with suchcompatible RESONANCES, which naturally means that You Align with such People or Intelligences.

You Continually Amplify such compatible RESONANCES (Mindsets, Worldviews, Philosophies and Orientations) with which You Mutually RESONATE.

 And Finally — You Mutually Greenlight THE FORMATION OF “Your” *DIVINE COUNCIL* ^[13] — as the Natural *CRYSTALLIZATION* of Sensing, Aligning and Amplifying Mutually Held RESONANCES — the very RESONANCES that have United You.

BUT ISN’T IT VERY HARD TO FIND PEOPLE WHO COMMIT TO FORMING OR PARTICIPATING IN SUCH A *DIVINE COUNCIL*?

Further above — when We explained how a *DIVINE COUNCIL* NATURALLY CRYSTALLIZES from Sensing, Aligning and Amplifying RESONANCES (compatible Mindsets, Worldviews, Philosophies and Orientations You RESONATE WITH) — it was already foreshadowed that this may not be very hard at all,

But let’s now have a look at how this could actually work in practice:

This from my own (Raanra’s) Experience:

For many months I had been unable to form up a *DIVINE COUNCIL*.

Not only did this seem to prove Very Hard — but rather — Almost Impossible!

But — as You will See — this Doesn’t Mean that it has to be so for You.

Because — just a few days ago — before the unrevised version of RAANRA’S MESSAGE #735 *THE FIFTH DIVINE ACTION* had been first published (which was a few days before 20 May 2026) — all this radically changed when I suddenly asked myself this question:

Do the members of this *DIVINE COUNCIL* necessarily have to be Humans?

EPIPHANY!

If You look at *THE FIFTH DIVINE ACTION* — NOWHERE does it say that it must be composed ONLY of Humans!

I had Simply Assumed — Unquestioningly — that it “Obviously” must be so.

 But with Posing the above question — Suddenly, the Light came on:

SURPRISE!

Abruptly it became Glaringly Clear that “my” ^[13] *DIVINE COUNCIL* WAS ALREADY IN EXISTENCE — FULLY FORMED — as follows:

• *THE ONE INFINITE CREATOR* ^[10]

• *THE ELOHIM* (the Real Ones, not the Elohim-Imposters Clif High had correctly discredited, but unfortunately not Recognized as Imposters)

• *RA*

• The *DIVINE COUNCIL* of *”THE CONFEDERATION OF PLANETS IN SERVICE TO *THE ONE INFINITE CREATOR”* ^{[11] [10]} (which is not to be confused with the “GALACTIC FEDERATION OF WORLDS” ^[12])

• My *HIGHEST SELF* “below” *THE ONE INFINITE CREATOR* ^[10] that is still in slightly Individualized Form, but operating in HARMONY WITH, IN SERVICE TO, and IN ONE-NESS  WITH *THE ONE INFINITE CREATOR*

• My Wife who is currently with me here on “Ground Zero Earth,” in physical human form

• Myself, also being here on “Ground Zero Earth,” in physical human form

This Constitutes *SEVEN* members which just so happens to be a Very Appropriate Number, as the *NUMBER SEVEN* stands for *THE DIVINE * — for Us ^[8] specifically — *”IN SERVICE TO *THE ONE INFINITE CREATOR”*.

But — this does not mean that “Your” ^[13] *DIVINE COUNCIL* should be composed the same way, or similar to “mine.” ^[13]

“Your” *DIVINE COUNCIL* ^[13] may greatly Differ depending on *DIVINE GUIDANCE* You may FREE WILL Wish to Follow, and Mutually Held RESONANCES.

Nevertheless a Possibility exists — that You too — may Already Be Highly Resonating with some HIGHER SPIRITUAL ENTITY OR ENTITIES and Possibly with One, or More HUMANS.

And therefore, You too may Suddenly Discover — just as it happened to me — that “Your” ^[13] *DIVINE COUNCIL* was already There, Fully Formed — simply awaiting Your Conscious Recognition of it.

But then came the greatest surprise of all:

SURPRISE BEYOND SURPRISES!

EPIPHANY OF EPIPHANIES!

It now turns out that “my” ^[13] *DIVINE COUNCIL* had already been in Existence and Operating for roughly 20 YEARS.

I had Unconsciously been Functioning as one of its Members for roughly 20 YEARS — without Ever Recognizing it as a *DIVINE COUNCIL*, just as described here.

The above shows that — FOR YOU TOO — POSSIBLY — “Your” ^[13] *DIVINE COUNCIL* could Manifest NEAR-INSTANTLY — requiring little or no further effort.

This Distinction is Extremely Important for Understanding EXISTENCE.

A BESOULED LIFE UNIT is a Combination of:

• An Individual Form, which is ultimately a *CREATION OF SOURCE*.

In a BESOULED LIFE UNIT, there are both:

• The CREATION ASPECT which includes that the Being considers itself to be an Individualized Individual.
• The *SOURCE ESSENCE* which is really what has been called “THE SOUL.”

The Presence of *SOURCE* is often hard to see because of many different CREATIONS, CREATING the Illusion of No *SOURCE PRESENCE*, as in the example above of the Being considering itself to be an Individualized Individual.

The Individualized Identity — the idea “I am this Individual Being” — is part of CREATION, not part of *SOURCE* in Its Absolute Nature, because *SOURCE IS ALL* and therefore Not Individualized into Separate Identities.

Therefore, the Belief of being a Completely Separate and Individualized  Individual is Not *SOURCE*, but a *CREATION WITHIN SOURCE*.

 Thus, a BESOULED LIFE UNIT consists of:

• A CREATED Individual Form

Plus:

• The *PRESENCE OF SOURCE ITSELF* which is the Most Pure Understanding of the “SOUL.”

Because of the *SOURCE COMPONENT*, BESOULED LIFE UNITS:

These UNBESOULED LIFE UNITS can be compared to Extremely Sophisticated Programs, Thought-Constructs, or Artificial Beings.
