The Gold Rush Theft: David Rush & The Slush Funds

The surface story is containment.
David J. Rush, senior CIA manager with Top Secret/Sensitive Compartmented Information clearance, requested massive quantities of operational gold and foreign currency between November 2025 and March 2026. He claimed it was for field ops under his direct charge.
Instead of secure storage or deployment, the bulk roughly 303 one-kilogram bars valued over $40 million at current spot prices, plus $2 million cash and dozens of luxury watches ended up in his Fairfax County, Virginia residence. FBI raid on or about May 18-19, 2026, executed after internal CIA probe. Ratcliffe referred it straight to Bureau.
Rush also fabricated credentials: inflated degrees, phantom Navy pilot background. Standard grift on steroids. That is what they let you see. The deeper architecture is uglier.
Black Budget Skimming Mechanics Exposed Rush operated in a management role overseeing sensitive accounts that blend official covert ops funding with unacknowledged special access programs (USAPs). These streams are designed for plausible deniability gold and physical assets move off-books precisely because tracing digital wires leaves trails. His requests followed established patterns used for deniable payments to assets, intermediaries, or contingency reserves in denied areas.
The volume (tens of millions in physical gold) points to diversion from accounts meant for long-term contingency or gray-zone influence ops. Not random theft. Systematic siphoning where “operational necessity” justifications bypass normal audit triggers. Part of a larger pattern where mid-to-senior managers treat black budget slush as personal retirement or leverage funds.
Rush’s tenure overlaps with ongoing reviews of post-2020 funding flows. These include legacy networks that funneled resources through cutouts into domestic influence operations, contractor kickbacks, and off-shore asset parking. The gold wasn’t for street-level bribes it was high-density, portable wealth for higher-tier settlements or personal extraction ahead of expected purges.
