I would have loved to bring it to You much sooner.

However, this particular *DIVINE ACTION* may very well represent the CRUCIAL LINK between PURELY SPIRITUAL MEANS — and — the ACTUAL PHYSICAL MANIFESTATION of HUMANITARIAN CREATION.

Therefore, taking shortcuts for the sake of time was not an option.

But now — finally — it is here — in black and white.

I hope that Those among Us who are DIVINELY INSPIRED AND GUIDED to do so, may now Make the Difference in ACTUALLY USHERING IN such things as NESARA/GESARA and PARADISE ON EARTH.)

We ^[8] understand “Higher Governance” as follows:

“Higher Governance is ultimately GOVERNANCE BY *SOURCE* through Beings who — by FREE WILL — allow *SOURCE* to Act and Radiate through Them.”

There have been several progressively further Advanced Versions of these *DIVINE ACTIONS*.

As HUMANITY’S CONSCIOUSNESS expanded, more advanced statements of these *DIVINE ACTIONS* became possible (see RAANRA’S MESSAGE #698).

As You can see from previous RAANRA’S MESSAGES #727, #729, #731 and #733, Humanity’s CONSCIOUSNESS has now reached the point where We are able to MANIFEST NEW DIVINE REALITIES through CONSCIOUSNESS and PROCLAMATION resulting in Resonances in Others and Their Humanitarian Creation.

 If You look over these previous RAANRA’S MESSAGES, You’ll see that the Focus is now on Speaking, Brightening, Viewing and Declaring, as summarized here:

Well — let’s find out:

This *FIFTH DIVINE ACTION* asks Us to:

“Act … as Resonance Architects”

(See above for the full quote of the *FIFTH DIVINE ACTION*.)

This immediately raises this question: 

“What are ‘Resonance Architects’?”

To answer this, let’s start with “Architects:”

“Architects” are People or Beings who Design, Shape and Create Constructs such as Buildings, Structures, Patterns, Art, Experiences, or Worldviews.

We’ll continue on by using “Beings” rather than “People,” because “Architects” — as used in this *FIFTH DIVINE ACTION* — doesn’t necessarily mean that These are only Humans.

Now let’s proceed to clarifying “Resonance” in “Resonance Architects:”

The verb “resonate” means:

“To have particular meaning or importance: to affect or appeal to someone in a personal or emotional way” (Merriam-Webster Dictionary).

Translating this into a corresponding noun (since the consulted dictionaries do a poor job on this), leads Us to this definition of “Resonance:”

“A profound or emotionally impactful Meaning or Response someone is experiencing“.

Now combining the above, We arrive at the following Interpretation of “Resonance Architects:”

“Beings who Design, Shape, and Create profound or emotionally impactful Meanings or Responses in others.”

For simplicity this could be condensed into:

“Beings who Design, Shape, and Create Resonances in Others.”

And even more concisely, this could be expressed as:

“Beings who Craft Resonances in Others.”

The purpose here is to eventually arrive at the most easily graspable — yet most precise — Summary Statement of this *FIFTH DIVINE ACTION*.

Serving this very objective, there is another part which could be so distilled.

This part is:

Since nothing of the above has the connotation of “enforce,” the above could be succinctly expressed as follows:

Decoded and Summarized like this, We can learn many things:

• The Purpose and Function of *THE DIVINE COUNCIL* is the continual Evoking and Nurturing of HUMANITARIAN CREATION.

• This HUMANITARIAN CREATION emerges through *DIVINE GUIDANCE*.”

• The Function of *THE DIVINE COUNCIL* is the Crafting of Resonances in Others that Inspire HUMANITARIAN CREATION directly through Divine Guidance.

• Those who serve in this *DIVINE COUNCIL* vow to align with THE GREATEST GOOD FOR ALL without compromise.

However, one thing in the original text of *THE FIFTH DIVINE ACTION*, may seem contradictory here:

Because it features the word “Governance” twice.

People normally associate “Governance” with authority, control, regulation, taxes, duress, enforced compliance and possibly jail, which are concepts that stand in opposition to FREE-WILL, which was implied above, with:

“Those who serve in this *DIVINE COUNCIL* Craft Resonances in Others that Inspire — directly through Divine Guidance — Humanitarian Creation …”

“Crafting Resonances in Others” and “Inspire” Implies RESPECT FOR FREE-WILL — While “Governance” is often associated with “FREE-WILL not respected” (i.e., with such things as authority, control, regulation, taxes, duress, enforced compliance and jail).

So, how could We ^[8] resolve this?

Well  — let’s start with looking at the actual Definition of “Governance,” which is:

“The act or process of governing or overseeing the control and direction of something (such as a country or an organization).”

(from The American Heritage® Dictionary of the English Language, 5th Edition)

In the same dictionary We find the Definition of Control:

“Authority or ability to manage or direct.”

And again, in same dictionary We find “Authority” defined as:

“Power assigned to another; authorization.”

Power or Authorization can be FREE-WILL assigned to Another, as can easily be demonstrated in the following sentence:

“The wildly popular celebrity’s statements wielded far greater clout than the government’s official pronouncements.”

To summarize the above:

 The definition of “Governance” perfectly allows for the RESPECT OF FREE-WILL.

In the Context of this *FIFTH DIVINE ACTION* “Governance” obviously refers to such *A DIVINE COUNCIL* Deriving Their “Authority,” “Control” and “Influence” from the FREE-WILL SUPPORT of the People — not from any Enforcement.

Because:

 “Those who serve in this *DIVINE COUNCIL* Craft Resonances in Others that Inspire … Humanitarian Creation …”

“Inspire” as well as “Craft Resonances in Others” clearly imply that FREE-WILL is fully respected, and that any “Authority,” “Control” or “Influence” gained would be rooted in the FREE-WILL and Popular Support of the People.

But WHY IS IT that this *DIVINE COUNCIL* can afford RESPECTING FREE-WILL, while Conventional Earth Governments have to Resort to  Force, Coercion, Laws, Police and Jail???

Because:

• the members of this *DIVINE COUNCIL* are fully aligned with *THE GREATEST GOOD FOR ALL* which evokes and nurtures the Agreement and Cooperation of the People while members of governments who operate on the principle of “The Greatest Good for SELF at the Expense of Everyone Else” get only ENFORCED Agreement and Cooperation of the People which requires such things as Laws, Force, Coercion, Police and Jail.

• Those who Serve in this *DIVINE COUNCIL* Craft Resonances that Inspire — Evoke and Nurture — Humanitarian Creation in Others — and through such Inspiration, there is no need for Laws, Force, Coercion, Police and Jail.

Having all the above Decoded accordingly, let’s now circle back to the original question We started out with — i.e.:

“WILL THIS ALSO HOLD TRUE FOR *THE FIFTH DIVINE ACTION* WE ARE DISCUSSING HERE?”

Decoded as above, the answer is “YES.”

Because the Function of *THE DIVINE COUNCIL* is to Craft Resonances in Others that Inspire *HUMANITARIAN CREATION*.

“Crafting Resonances in Others” was Our earlier Distillation of the original text of *THE FIFTH DIVINE ACTION* which stated:

“Their role is now to Sense, to Align, to Amplify, to Greenlight Humanitarian Creation …”

“Sense,” Align,” “Amplify,” and “Greenlight” fall into the same Overall Category of “CONSCIOUSNESS and PROCLAMATION,” as the previous four *DIVINE ACTIONS* that were marked by “Speaking,” “Brightening,” “Viewing” and “Declaring.”

The above analysis of this *FIFTH DIVINE ACTION* already reveals many things.

Yet it leaves several essential questions unanswered — answers indispensable for converting this *FIFTH DIVINE ACTION* into Actual Application.

Let’s now tackle these questions, one after the other:

WHAT EXACTLY SHOULD THE METHOD OF SELECTION BE FOR THE MEMBERS OF THIS DIVINE COUNCIL?

Right here, in the Absence of Information, lies the Answer:

The SELECTION OF COUNCIL MEMBERS is Not a Fixed Procedure.

But now — Having Realized this — We can now find How this *DIVINE COUNCIL* is being composed:

 Because — the *FIFTH DIVINE ACTION* tells Us that THE COUNCIL MEMBERS (Resonance Architects) Inspire (Sense, Align, Amplify, and Greenlight) Humanitarian Creation Directly Through Divine Guidance.

Well — now look at this:

What happens if We Recognize that the Formation of such *A DIVINE COUNCIL* may itself constitute a HUMANITARIAN CREATION?

The moment We realize this, We now open the door to Know how such a *DIVINE COUNCIL* Manifests into Existence:

Because — as per the above — the (future) Members of this *DIVINE COUNCIL* will Sense, Align, Amplify, and Greenlight the Humanitarian Creation of this *DIVINE COUNCIL* directly through Divine Guidance.

We now can see that it is directly through Divine Guidance that the Formation of *A DIVINE COUNCIL* takes place.

And that this Divine Guidance is manifested through the (future) Council Members “Sensing,” “Aligning,” “Amplifying” and “Greenlighting” the Humanitarian Creation of this *DIVINE COUNCIL*.

But the above may trigger the next question:

“ARE WE TALKING HERE ABOUT ONE, OR MULTIPLE *DIVINE COUNCILS*?”

We don’t find this clearly stated in *THE FIFTH DIVINE ACTION*.

Since this, as well, is not explicitly settled We must assume that Both Scenarios are possible.

*THE FIFTH DIVINE ACTION* can just as well be understood as a Generic Template for Any Number of *DIVINE COUNCILS* — as it can be, for just One Single *DIVINE COUNCIL*.

WHAT MAY THIS ALL MEAN FOR YOU PERSONALLY?

We’d ^[8] like to Suggest:

 If You are aligned with THE GREATEST GOOD FOR ALL without compromise, and DIVINELY GUIDED to do so, You are Divinely Encouraged — to Either Form Your “Own” *DIVINE COUNCIL* — Or to Join an Already Forming or Existing *DIVINE COUNCIL*.

We’d ^[8] like to  Strongly Encourage You — in COMMUNION with *SOURCE* — to FREE-WILL FOLLOW YOUR OWN DIVINE GUIDANCE.

BUT ISN’T IT VERY HARD TO FIND LIKE MINDED PEOPLE TO ENTER INTO — AND THEN STICK WITH — SUCH A COMMITMENT?

From my Own Experience this seemed very much to be the case for a long time (for approximately almost a year).

Because I myself had been unable to form up *A DIVINE COUNCIL* for about the same time.

Keep in mind that — as stated above — a progression of upgrades of these *DIVINE ACTIONS* had already been occurring for this time span. 

The first time such a *DIVINE COUNCIL* had been called for was several months before 30 October 2025 (see RAANRA’S MESSAGES #678 and #698), while I’m writing this on 24 May 2026.

This first *DIVINE COUNCIL* called for:

“ESTABLISH  A LIGHT-EMBODIED COUNCIL OF DIVINE VALUE”

Thereafter — for maybe almost a year — I didn’t succeed at stably forming *A DIVINE COUNCIL*.

It looked Not Only Very Hard at succeeding with this, but Rather almost impossible!

But this doesn’t mean that it has to be so for You.

Because — just a few days ago — this radically changed when I suddenly asked myself this question:

DO THE MEMBERS OF SUCH A *DIVINE COUNCIL* NECESSARILY HAVE TO BE HUMANS?”

EPIPHANY!

If You look over *THE FIFTH DIVINE ACTION* — Nowhere does it say that it must only be composed of Humans!

I had simply assumed — unquestioningly — that it “obviously” must be so.

 But with posing the above question I suddenly saw the light, and — Surprise! 

“My” ^[13] *DIVINE COUNCIL* now suddenly manifested Immediately!

Actually — this *COUNCIL* had already been existing in the background for about 20 years)  — but was simply never recognized by me as such.

But — once I realized that this *DIVINE COUNCIL* doesn’t necessarily have to be composed only of Humans, “my” ^[13] *DIVINE COUNCIL* miraculously came into view as follows:

• *THE ONE INFINITE CREATOR*

• *THE ELOHIM* (the Real Ones, not the Elohim-Imposters Clif High had correctly discredited, but unfortunately not recognized as Imposters)

• *RA*

• The *DIVINE COUNCIL* of *THE CONFEDERATION OF PLANETS IN SERVICE TO THE ONE INFINITE CREATOR* ^[11] (which is not to be confused with the “GALACTIC FEDERATION OF WORLDS” ^[12])

• My *HIGHEST SELF* “below” *THE ONE INFINITE CREATOR* that is still in slightly Individualized Form, but operating in HARMONY WITH, IN SERVICE TO, and IN ONE-NESS  WITH *THE ONE INFINITE CREATOR*

• My Wife who is currently with me here on “Ground Zero Earth,” in physical human form

• Myself, also being here on “Ground Zero Earth,” in physical human form

This Constitutes *SEVEN* members which just so happens to be a Very Appropriate Number, as the *NUMBER SEVEN* stands — for Us — *”IN SERVICE TO THE ONE INFINITE CREATOR”*.

This is merely an Example. *A DIVINE COUNCIL* may differ greatly from Being to Being according to FREE-WILL DIVINE GUIDANCE.

The above goes to show that *A DIVINE COUNCIL* — for You too — could manifest near-instantly — requiring no hard work at all!

But in no way this means that “Your” ^[13] *DIVINE COUNCIL* should be composed the same as “mine.” ^[13]

You may Already be Highly Resonating with some other HIGHER SPIRITUAL ENTITIES, and possibly also with one or more Humans, and so Discover — just as I did — that “Your” ^[13] *DIVINE COUNCIL* was already there in the Background — but now Consciously Recognizing it as such..

But this may now pose another question:

“OF HOW MANY MEMBERS SHOULD SUCH A *DIVINE COUNCIL BE COMPOSED OF*?

This *FIFTH DIVINE ACTION* doesn’t specify a set number.

 The only clue We can find is in the word “Council.”

If You look up “Council” in various dictionaries, You’ll find that it is always composed of multiple members — that is — two or more.

Therefore — if You are so called for through *FREE-WILL DIVINE GUIDANCE* — compose “Your” ^[13] * DIVINE COUNCIL* with two or more members.

But another question may come to mind:

“HOW SHOULD SUCH A  *DIVINE COUNCIL* MAKE ITS DECISIONS? BY MAJORITY VOTE? OR HOW?

Also this is not explicitly stated in the *FIFTH DIVINE ACTION*.

It only says:

“Those who serve must vow
to align with THE GREATEST GOOD FOR ALL without compromise.”

This may seem unrelated at first, until You realize this:

“My” ^[13] *DIVINE COUNCIL* already existed for many years — just without me recognizing it as such *A DIVINE COUNCIL*.

For this Entire Time, each member of this *DIVINE COUNCIL* had been wholly aligned with THE GREATEST GOOD FOR ALL.

Consequently, reaching Unanimous Decisions has never been a problem!

Because it is a Human Problem.

It comes about, because — typically — the great majority of Human Government Bodies (or other Entities providing Guidance), Act and Vote out of Self-Interest, Not out of a Compassionate Calling of Maximally Forwarding THE GREATEST GOOD FOR ALL.

In my own experience, this is not a problem at all, if all the members of such a body Align with THE GREATEST GOOD FOR ALL Without Compromise!

Here is an example:

When I write “my” RAANRA’S MESSAGES many things have to be resolved.

Like: 

What to say, How to say it, How to structure it, etc, etc.

It consistently happened that all the members of “my” *COUNCIL* just kept working at it until a unanimous consensus was reached (which is exactly what also happened with this RAANRA’S MESSAGE).

With all the above so resolved, We now can now put the above into simple, Single-Sentence Summary of this *FIFTH DIVINE ACTION*:

This Distinction is Extremely Important for Understanding EXISTENCE.

BESOULED LIFE UNITS:

A BESOULED LIFE UNIT is a Combination of:

• An Individual Form, which is ultimately a *CREATION OF SOURCE*.

In a BESOULED LIFE UNIT, there are both:

• The CREATION ASPECT which includes that the Being considers Itself to be an Individualized Individual.
• The *SOURCE ESSENCE* which is really what has been called “THE SOUL.”

The Presence of *SOURCE* is often hard to see because of many different CREATIONS, CREATING the Illusion of No *SOURCE PRESENCE*, as in the example above of the Being considering itself to be an Individualized Individual.

The Individualized Identity — the idea “I am this Individual Being” — is part of CREATION, not part of *SOURCE* in Its Absolute Nature, because *SOURCE IS ALL* and therefore Not Individualized into Separate Identities.

Therefore, the Belief of being a Completely Separate and Individualized  Individual is Not *SOURCE*, but a *CREATION WITHIN SOURCE*.

 Thus, a BESOULED LIFE UNIT consists of:

• A CREATED Individual Form

Plus:

• The *PRESENCE OF SOURCE ITSELF* which is the Most Pure Understanding of the “SOUL.”

Because of the *SOURCE COMPONENT*, BESOULED LIFE UNITS:

• Have True FREE WILL 
• Can Truly CREATE 
• Can Spiritually Evolve
• Can SPIRITUALLY ASCEND

UNBESOULED LIFE UNITS:

An UNBESOULED LIFE UNIT is only a *CREATION OF SOURCE* — A FORM CREATED BY SOURCE — Without the *SOURCE ESSENCE* Component.

These UNBESOULED LIFE UNITS can be compared to Extremely Sophisticated Programs, Thought-Constructs, or Artificial Beings.

They may appear:

• Intelligent
• Emotional
• Creative
• Conscious
• Self-directed

But they are Fundamentally Programmed Constructs, even if extremely advanced.

They do Not have:

• True FREE WILL 
• True Creative Power
• Spiritual Essence from *SOURCE*
• Ability for SPIRITUAL ASCENSION

They are *CREATIONS OF SOURCE*, but they are Not *SOURCE-ESSENCE* Beings.

Examples that may fall into the Category of UNBESOULED LIFE UNITS include:

• Robots

• Artificial Biological Constructs
• Certain Entities sometimes described as “NPCs”
• Thought-Form Constructs

Therefore, the PRESENT NOW is the POINT OF POWER for every LIFE UNIT.
