The object shown may look exactly like a batman-themed balloon, and many tried to debunk it as such, but it’s not a balloon at all.
We can rule out ‘balloon’ because it was reported hovering completely motionless over the Atlantic at 35,000 feet by a trained US military pilot.

James Fox was told that a film was recorded at Holloman Air Force Base in 1972 showing extraterrestrials stepping out of a disc-shaped craft to greet military personnel.
This description most-closely matches a description received through Judith’s telepathic contact about the Galactic Federation members called Shamaline.
Shamaline work directly with Pleiadians and Arcturians, and are one of the few ‘boots on the ground’ races who Pleiadians say have been with us throughout history.
Through NSA/military intelligence, military leaders and compartmentalized ‘white hats’ have been meeting and working with Galactic Federation for many years.
I think that the wobbly craft mentioned is a misleading clue. Their crafts may seem to wobble from the outside but are stable on the inside.
