Wasn’t Hoover Dam one of the 34 targets? Perhaps this low level is to control the flood damage down stream once it is destroyed.
Anyway. As I said before. They knew it was desert before they overwhelmed it and used all the available water.
California ran its water out into the ocean to obviously run the agriculture out.
The Rio Grande starts in the mountains in Colorado and runs 1200 miles to Mexico through New Mexico.
All nuclear devastated desert land with minimal water resources.
