There is a big misunderstanding with President Trump’s recent Executive Order banning Gain of Function Research

Let me try to help clarify…

1.) The Executive Order does not explicitly state that gain-of-function research will continue to be funded in the U.S.

It pauses certain domestic GOF research PENDING new policies and does not confirm ongoing funding for GOF research domestically.

2.) The Executive Order does not explicitly state that the U.S. will continue to fund GOF research in foreign countries.

Instead, it mandates ending federal funding for “dangerous” GOF research conducted by foreign entities in “countries of concern” (e.g., China) or in countries with inadequate oversight to meet U.S. biosafety and biosecurity standards.

However, the order does not categorically prohibit all U.S. funding for GOF research abroad.

This implies that funding could potentially continue for GOF research in foreign countries that:
– Are not deemed “countries of concern,” and
– Have oversight and biosafety standards meeting U.S. requirements.

The order leaves room for such funding to persist under strict conditions, but it does not confirm ongoing funding or specify which countries might qualify.

Any continuation would likely depend on the new policy framework to be developed within 120 days, as outlined in the order.

Without explicit affirmation, it’s unclear IF or WHERE the U.S. will fund foreign GOF research moving forward, or even domestically.

So for right now, the best way to determine what shakes out of this is to wait and see what the developed framework looks like within the 120 day period.
