Civilian Control of US Military
Civilian control over the US military refers to the doctrine that places ultimate responsibility for a country’s strategic decision-making in the hands of the state’s civil authority, rather than completely with professional military leadership itself. This means that the military is subordinate to the civilian government, and that decisions regarding the use of military force are made by elected officials, such as the President and Congress, rather than by military leaders.
In the United States, civilian control over the military is established by the Constitution, which gives Congress the power to declare war and makes the President the commander-in-chief of the armed forces. The War Powers Resolution of 1973 also plays a role in ensuring civilian control by requiring the President to consult with Congress before taking military action.
The concept of civilian control is often seen as a prerequisite feature of a stable liberal democracy. It is intended to prevent the military from becoming too powerful and to ensure that the use of military force is subject to democratic oversight and accountability.
As for when this was last done, it is an ongoing process. The US military is subject to civilian control on a daily basis, with the President, Congress, and other civilian officials making decisions about military policy and operations. However, there have been instances in recent years where the balance of power between civilian and military leaders has been called into question. For example, in 2022, there were concerns that civilian control over the military was eroding, with some commentators arguing that the military was exerting too much influence over policy decisions.
It’s worth noting that the US has a system of checks and balances, which ensures that power is distributed among different branches of government, and that no one branch, including the military, has too much power.
