Civilian Control of US Military

The War Powers Resolution of 1973 also plays a role in ensuring civilian control by requiring the President to consult with Congress before taking military action.

As for when this was last done, it is an ongoing process. The US military is subject to civilian control on a daily basis, with the President, Congress, and other civilian officials making decisions about military policy and operations. However, there have been instances in recent years where the balance of power between civilian and military leaders has been called into question. For example, in 2022, there were concerns that civilian control over the military was eroding, with some commentators arguing that the military was exerting too much influence over policy decisions.
It’s worth noting that the US has a system of checks and balances, which ensures that power is distributed among different branches of government, and that no one branch, including the military, has too much power.
