From Oscar Magoxi, the Canadian channel for the Interdimensional Federation, we have a very good outline of the different levels of power in Outer Space:

“We are all part of the great Multiverse, or the Universe. Everyone helps each other. We have a Union, but no one is allowed to interfere in the affairs of another – you can only help.

A large-scale restructuring is currently underway to achieve standardization of communications, procedures, and products to create compatible systems of interchangeable elements across worlds so that the Union can perform its functions more effectively. Organizational effectiveness is only possible through standardization.

An INTERPLANETARY CONFEDERATION, under the command of Ashtar, is responsible for planet Earth within your star system. The Ashtar Command is affiliated with the Galactic Confederation. They use many of the larger FEDERATION’s fleets to provide support.

They are at the disposal of Ashtar and will be used in the event of an urgent evacuation. Your planets have independent spiritual hierarchies, along with the general hierarchy of the entire solar system. All of them are associated with Master Jesus Sananda. If necessary, Ashtar can also seek assistance from the Galactic Fleets.

The GALACTIC CONFEDERATION is part of the Interdimensional Federation of Free Worlds.

This refers to the Galactic Confederation of the Milky Way Galaxy. She willingly provides the necessary support to the Ashtar Team, and if there is a need for additional assistance, she will take the necessary funds from the Interdimensional Federation. This happens all the time. This explains the fact that some cosmic sources do not know about each other. We are talking about many millions of people and ships who came here from a wide variety of places.

The INTERDIMENSIONAL FEDERATION OF FREE WORLDS is a larger organization consisting of thirty-three sectors. It is simply called FEDERATION for short. To visualize this organization more clearly, imagine the following: you live in a large city (this is a solar system) and you have a municipality (Ashtar Command) overseeing the affairs of the city. But your city is in some province or state (Galactic Confederation). All these states or provinces are part of a federal state (Interdimensional Federation).

In your world, the federal government can override decisions made by a state or municipal government, but in the Cosmic Circuit things work a little differently. All these levels are interconnected, but not necessarily subordinate to one another.

Another analogy might look like this: your star system is one of many farms (Solar Systems) of the State (Galaxies). The Farmers’ Association (Confederation) wishes to provide assistance to individual farmers. But under no circumstances can she give direct orders and manage the affairs of these farmers. The farmer himself must decide what is needed for his farm.

The Association can suggest or advise, but has no right to impose anything. Much the same thing happens here. By analogy, Ashtar is your farmer, and the Confederation is your farmers’ association. Among the friends and neighbors of a large community of farmers, “there is no such thing as submission.”

It is quite easy to create a military-police Structure on a small scale, but on a cosmic scale such a Structure simply cannot exist. In other words, the only principle possible in the Cosmos is voluntary contribution. The Galactic Confederation may achieve some degree of standardization, but even this is not sufficiently standardized, as it includes a wide variety of systems, cultures, technologies and procedures. Most worlds do not even want to adapt to the way of existence of other worlds.

Why do they need this? They have the perfectly functioning technology needed to move through space. So, we are faced with a rather strange problem. We are united spiritually, but our communications, practices, and transport systems are far from a single standard both within the Confederation and within the Federation.

It is customary to send an independent observer and operational agent to each system, including planet Earth. Many Planetary Directors of the Federation are more like intergalactic diplomats. Each of them carries out his task, just as earthly ambassadors do. Each of them sends its own independent report to the Federation, which leads to duplication of messages from Ashtar.

Thanks to this overlap of information, there is no need to worry that this or that important message will not reach the address. The Federation can receive information both through the Ashtar Command and through Confederate sources. Ground-based unit commanders are sometimes given instructions in operational meetings about how to do certain things, but they often rely on their own judgment.

They are usually armed with a charter and have three assistants. The Operating Agent assumes full responsibility for actions taken within the directives. When a problem exceeds the limits of his expertise, he can contact advisors at the base. If the problem is related to security measures, Ashtar immediately receives a signal, since Ashtar is the observer of the local solar system. He and his Team are responsible for this area.

On security issues, clarification is given, but if we are talking about evacuation plans, then all decisions on this matter are made by Ashtar. Every important issue is considered by the Confederation under the command of Ashtar.”

Thanks to a messenger named Gladys Roadhaver from El Paso, Texas, we have the following Ashtar account of his Team. (This message was sent to us by a friend.)

“Millions of spaceships operate in this solar system, and many of them belong to the Ashtar Command. Some are located high above your planet and are relatively stationary; They have been watching the Earth on their monitors for a long time.

 Other ships are constantly on the move, performing various operational tasks. We have small ships conducting field research, as well as larger ships capable of visiting planets in other solar systems. We also have what you know as “motherships,” with many small ships flying around them. Vigorous activity is unfolding where, according to earthlings, there is nothing but empty space.

We are capable of becoming invisible, and when our ship flies faster than the speed of light, we also become invisible to physical vision. Our purpose is service and we go where we are needed. Our headquarters is located on the largest mother ship, and all orders come from there. This is a whole space city. Most of our people are “natives of one of the planets of this solar system,” but among us there are also people from other systems.

Our workers go to visit their home planets during their, as you would call, “vacations.” Most of us have been working together for quite some time. We are a strong Confederation, and we hope that it is very effective.

Commander Corton told me about the Celestial Organizations:

Your Saturn Tribunal represents this Solar System, while the Intergalactic Council represents this Universe. We remain to serve the Earth without leaving this Universe, just like you. However, there are millions of other worlds in other Universes, whose representatives cross the expanses of space, coming to our Solar System.

They usually do this for research purposes to collect materials for their universities and laboratories. They also have many contactees on your planet. More should be known about these sources and their plans, especially since many of them are not even familiar with the personnel of our local Teams. In turn, neither I nor my comrades know anything about many of them. This should be remembered. This is Corton, I’m stopping the broadcast.”

A very authoritative piece by Bob Reno (originally presented by Gabriel Green in Flying Fellows International), Part 15, Issue 19, contains a stunning account of the Third Conclave of the Master Masters held in the Arcturus system. Teacher Kren Lor speaks about the history of the United Galaxy and the Union:

“The great organization now known as the Union of the United Galaxy has other names: UNITED UNION OF WORLDS, FEDERATION OF ALL WORLDS and GALACTIC UNISON. However, in context, the conclave is usually referred to simply as “UNION.”

In my research conducted in 1984-85, I discovered that the INTERDIMENSIONAL FEDERATION OF FREE WORLDS (the same as the Cosmic Council) is most often referred to as the “FEDERATION OF WORLDS” or even more simply, “the FEDERATION”.

At the Third Conclave of this elite organization (1962), Teachers from 5000 planets were present, including 4 from our Solar System. You can now understand why I encourage my fellow Earthlings to “get the big picture”!

By looking at the larger picture, it is easier to understand the differences that exist between the Grand Federation and the Galactic Confederation, and what distinguishes the latter from the ASHTARA TEAM of our local solar system.
