23rd Amendment
This is the Amendment that now allows the District of Columbia to have electors in the Electoral College, ratified on March 29, 1961 with John F. Kennedy.
This is now to have the residents of Washington D.C. to vote for the electors for President and Vice President, yet they have no Senators in Congress, but a delegate in the House with limited voting privileges.
This Amendment needs to be Ratified again with our Republic as it was after the change to the US CORP beginning with the Civil War. This may just be removed as our capital will no longer be in D.C., but it may be divided back to the original states under their jurisdictions.
Since D.C. is not a state they are limited of what they can do, yet since maybe 1871 the people have not been able to vote for their leader.
This also relates with the 12th Amendment on the electors for voting with proper apportionment.
23rd Amendment
Section 1
The District constituting the seat of Government of the United States shall appoint in such manner as the Congress may direct:
A number of electors of President and Vice President equal to the whole number of Senators and Representatives in Congress to which the District would be entitled if it were a State, but in no event more than the least populous State; they shall be in addition to those appointed by the States, but they shall be considered, for the purposes of the election of President and Vice President, to be electors appointed by a State; and they shall meet in the District and perform such duties as provided by the twelfth article of amendment.
Section 2
The Congress shall have power to enforce this article by appropriate legislation.
