11th Amendment
This is the Amendment that limits the federal judicial powers of the United States, ratified on February 7, 1795 with George Washington.
This shall not extend to any suit against one of the United States by Citizens of another State or foreign State.
This Amendment should stay with our Republic as it was prior to the change to the US CORP beginning with the Civil War.
This comes to the point only by the approval by a governor with a extradition warrant on the charges made in another state to then have the other state come and make the arrest of the people and then move them to that state in compliance with the 6th Amendment for a constitutional trial by jury, but it is not mandatory for the arrest.
This also comes in where the Department of Justice, with its BAR judges, cannot overrule the Constitution and the Amendments nor make a decision to contradict them.

This is where people do flee the state or USA to another state or country to keep from being arrested, yet the Judicial power can only make a request to extradite the people back. Julian Assange has had asylum in Ecuador for more than a decade in fear of extradition to the US.
What has been going on with Trump is that some have said challenging his 2020 election loss is a RICO charge, but charges in Georgia, Florida, New York and D.C. altogether can have him request the evidence against him and fight it pertaining with the 4th, 5th, 6th, 7th, 8th and this 11th Amendments.
11th Amendment
The Judicial power of the United States shall not be construed to extend to any suit in law or equity, commenced or prosecuted against one of the United States by Citizens of another State, or by Citizens or Subjects of any Foreign State.
