3rd Amendment
This is the Amendment that provides housing for the military basically at any time only as prescribed by law, ratified on December 15, 1791 with George Washington.
This is for when there was a need for housing for the military there was to be set guidelines for them and not just mandate they themselves take control of where they wanted to live in peacetime as in the early days there were not too many military facilities to accommodate them.
This Amendment should stay with our Republic as it was prior to the change to the US CORP beginning with the Civil War. This is one of the Bill of Rights.
Since we have had wars and military actions that took place and our military has been built up there were more and more military facilities placed in the US and around the world to accommodate everyone of them where the general public were not required to house them.
So for in war or not I have not heard of any laws that have been put in place where the general public were to house the military, as mainly there have been no military actions on US soil, except for in Hawaii during WWII.

3rd Amendment
No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.
