The Air Raid Sirens are needed
in order for the computers to SCRAM
from one group to another.
If you remember Hawaii [1-13-18]
when the Air Raid sirens went off..
in nanoseconds a calculation is made
that the incoming stuff is likely nuclear
& the computers go into a FAIL SAFE mode.
When they SCRAM
on an emergency basis
they download all of their memory back to the mainland
so we have all their data..
In this specific case
under nuclear attack or worse
the system sends the coded information also.
It all came back into the North American Command
