Driving is a privilege (Using Public Roads for Profit / Transportation), Travel is a right. Corporations are GREEDY and need to be regulated to stop them from cutting corners, putting Public Safety at risk. Public Safety is to restricts Corporations, not We the People. Give a criminal (BAR Mafia) an inch, he will steal a mile.

The Supreme Court has ruled that no license was necessary to drive (travel by) automobile on public roads and no license was necessary to use automobile in normal, common ways: ―The right of a citizen to travel upon the public highways and to transport his property thereon, by horse drawn carriage, wagon, or automobile, is not a mere privilege which may be permitted or prohibited at will, but a common right which he has under his right to life, liberty and the pursuit of happiness. Under this constitutional guaranty one may, therefore, under normal conditions, travel at his inclination along the public highways or in public places, and while conducting himself in an orderly and decent manner, neither interfering with nor disturbing another’s rights, he will be protected, not only in his person, but in his safe conduct.

There is no mention of Travel, Traveler, or Traveling in Motor Vehicle Code for the same reason there is no mention of Satellite, Space Shuttle, or UFO; No Jurisdiction. However we are responsible for any Bodley Injury, Property Damage, Fraud, or Mischief (Crime) we commit.

(c) Any vanpool vehicle is not a commercial vehicle.

(d) The definition of a commercial vehicle in this section does not apply to Chapter 7 (commencing with Section 15200 ) of Division 6.

A “driver” is a person who drives or is in actual physical control of a vehicle.  The term “driver” does not include the tillerman or other person who, in an auxiliary capacity, assists the driver in the steering or operation of any articulated firefighting apparatus.
