There had been problems transferring large amounts of money from QFS to (I guess) existing bank accounts.”

Once Bond monies were released Tier 4B (us in the Internet Group who had purchased certain foreign currencies and Zim Bonds) would soon be able to make appointments to exchange currencies and redeem bonds.

The Chinese Communist Party and Cabal, which has had control of the fiat US dollar since the early 1900s, was fighting the global reset return to the gold standard by creating chaos including weather manipulation.
