I’ve seen many posts the past coupla days, including Kat’s, wondering why nothing “happened” on 11/3 or 11/11.
Some might be interested to know that several close Q-readers, myself included, think “11.3” and “11.11” weren’t dates at all—they were references to sections in the DOD’s Law of War Manual.
You can easily find the Law of War Manual online as a downloadable PDF.
Here’s the lead-in for part 11.3:
“11.3 END OF OCCUPATION AND DURATION OF GC OBLIGATIONS
“The status of belligerent occupation ends when the conditions for its application are no longer met. Certain GC obligations with respect to occupied territory continue for the duration of the occupation after the general close of military operations.”
and part 11.11:
“11.11 CRIMINAL LAW IN OCCUPIED TERRITORY
“This section addresses criminal law in occupied territory. Additional rules apply to judicial proceedings against protected persons in occupied territory, which are also applied by analogy to judicial proceedings against internees in a belligerent’s home territory.”
