On 20 Feb. 2026 in a historic midnight session, the US Congress officially passed the Quantum Financial Settlement Act (QFSA-2026). In Portland: Late Saturday, March 28, a smaller group from the 30,000-person No Kings rally marched to the ICE detention center on South Waterfront, breached the front gate, and clashed with officers.
